A faith-based organization working with a national
real estate management company wished to obtain
relief from liability under Pennsylvania's Act 2
program for a brownfield site near Pittsburgh.
FRC performed a site characterization, evaluated
aquifer use in the area and obtained a Non-Used
Aquifer Determination from the Pennsylvania
Department of Environmental Protection. Based on
this non-used aquifer determination, FRC
demonstrated that the site met the Statewide
health standards and the DEP approved the final
report. The site received Act 2 relief from
liability nearly two years earlier than the time
allowed in a consent order and agreement and the
site is currently being developed for
non-residential use.
