A developer redeveloped a block of land in a
depressed area of Pittsburgh into an organic food
grocery store and retail outlet. Two existing
properties had experienced releases of gasoline
from underground storage tanks. The site was
within an Enterprise Zone, which made it eligible
for PADEP relief of liability under the Special
Industrial Area (SIA) provisions of Act 2,
Pennsylvania's brownfields law, without having to
undergo extensive remediation. FRC assisted the
client in meeting the SIA requirements, including
performing a Baseline Remedial Investigation and
preparing a Baseline Environmental Report. These
reports formed the technical basis for a Consent
Order and Agreement providing relief of liability
and allowing the development to proceed. The
organic grocery store was constructed and the
retail outlet is under construction.
